Abstract  This paper describes a meaningful way to classify ambulatory services and to identify the costs associated with those services that can be used to integrate inpatient and outpatient payment. The paper describes the analytic approach used in the development of the ambulatory service weighting system, provides examples of the application of the weighting methodology and a description of the systems strengths and limitations. Recommendations for changes needed to improve ambulatory data and payment systems are also included.
