Abstract  This paper addresses the issue of developing an ambulatory care classification system without diagnostic, service, procedure or patient characteristic data. It illustrates the development of an ambulatory classification scheme which would be a possible accompaniment to inpatient DRGs (diagnostic related groups). The resulting measure, called the ambulatory work unit (AWU) is described, the validity tests applied to it delineated and the issue of AWUs as a measure of ambulatory workload case complexity or relative costliness is discussed. Conclusions and implications of these issues are also explored.
