Title  Casemix Funding of Hospitals: Objectives and Objections

Abstract  The paper analyses objections to casemix funding having detailed the background and objectives of this method of funding. It is a good source for those unversed in the intricacies of casemix funding as well as providing a background and response to objections raised over the years against this method of funding. As well as providing a cogent description of casemix funding, the author address and presents compelling arguments against objections raised such as fear of emulating other aspects of the American health system (from which casemix is derived), poor applicability to the Australian environment, the conflict between efficiency aims and quality of care, and ethical and equity issues. The author argues that there are compelling arg uments for basing hospital funding on outputs and that most objections are based on conceptual and measurement errors. Finally, he argues for the need for more work to be done to reconcile distinctive objectives of needs-based area funding with those of casemix funding.
